The master distiller decides what alcohol percentage to barrel the juice based on their impression of the distilled white wiskey and desired final results.
After various aging times most of the results after will be mixed for their standard brand labels which tastes the same every time
One of the decisions is to barrel high and dilute after barreling or to dilute before before barreling and less after.

I saw a commercial once with …whats her name, the girl from that 70s show where they talked about the devils share being what is absorbed into the wood…what’s that girls name? According to a little quick research, it is still marketed as Budvar in most of the world.
It is marketed as Czechvar here in the US and in 6 other countries after some long standing legal squabbles with Anheuser Busch.
